Yeah,
I'm pretty sure they are knockoffs from another company. I can't remember the name right now but I've seen them somewhere.

Actually he told me that they DO say Rapala-Ireland on the lip! So I grilled him some more and asked him to check the model type / & color codes on the boxes they came in...

well, i can not swear to it, but i know Harris Interantional(UK) might have had some of these, but if i remember correctly, they merged with Normark UK. its possable that this was a product of that relationship. however there is another alturnative. im sure if you look around you might find some Akuri baits on the internet and ebay, if you look real close, they look just like some Yo-Zuris, why, because they are. heres what happened. yozuri owed a lot of money to Mustad for the hooks they had used on there lures, yozuri paid mustad off with lure blank lure bodies. mustad didnt want anything to do with trying to market lures, so they pawned them off on a closeout/distabution facility(after putting mustad hooks on them) that company had them painted, gave them a japanese sounding name, and put them on that market. (i could have bought thousands of these for under a buck apeice, but i never gave into the hype about the yozuri label, so i ended up passing) now what does this have to do with these shad raps? maybe nothing, but this might be the same type of thing, where large quantitys were used as payment, or just unloaded for some reason without proper documents or boxes, simpley repainted(quite nicely if you ask me) and marketed by a third party. just a thought. I remember seeing some of these earlier this year and late last year. I contacted the seller and he mentioned that he got them from somewhere with no hooks. I forget the name of where he got them, but he never mentioned saying Rapala on the lip.
These could be Rapalas that have been customized. They all have that mullet look underneath to them. I wouldn't buy em without a box as a collectible. To fish with might be another story.
