What do they mean with "near neutral buoyancy" on the magnum package? Does it say that it will rise very slowly or sink slowly?

What do they mean with "near neutral buoyancy" on the magnum package? Does it say that it will rise very slowly or sink slowly? Depends on two main factors -- water temperature and salinity (fresh, sea or brackish water) -- plus probably a few others.

I know a leader will be a factor but I am planning on using it in fresh shallow water with a temp. of 5 degrees cel. I am planning on replacing the hooks for lighter ones so it would float more easy with the leader. The last thing I want is for it to sink and I do need the leader. Note that the leader is the thinnest/lightest one I could find.
