What is the proper way to measure Rapala lures? I have bought some used lures that do not say the sizes and when I do measure some, they might be off sometimes more than a quarter inch from the sizes listed on the Rapala site.

Measure them in cm. Then if you know what type of lure it is, you also know its size. For example an F18 is a Original Floater that is 18cm long. At least I think that is the way it works. I have never checked to see.

I am assuming the bills are not part of the measurement (if they still out farther than the body of the lure itself, like a Shad Rap)?

Correct, do not include the bill in the measurement.
